Expanding Renewable Energy Solutions Through an Energy Cooperative in Serock

Proposal code: CONSUL-2026-06-42

The Serock Energy Cooperative initiative aims to improve the use of local renewable energy sources and strengthen the municipality’s energy independence.

In Serock, the initial concept of an energy cooperative was developed during the PowerYouth Capacity Building Programme, to improve the use of existing renewable energy installations and strengthen local energy independence. The initiative might be coordinated by the City and Municipality of Serock and is expected to involve local government units together with subordinate municipal entities.

The project focuses on supporting the development of renewable energy infrastructure through appropriate spatial planning regulations and long-term investments. One of the directions currently under consideration is the construction of a biogas plant, which could diversify local energy sources and improve the stability and security of the local energy system.

A key objective of the initiative is to reduce operational costs while increasing energy security for the municipality and its institutions. The residents of Serock already have some experience in implementing renewable energy projects, including the “Słoneczny Serock Energy Cooperative” initiative, which may provide some support for the future development of the new cooperative.

At the current stage, the project still faces several challenges, including technical limitations of buildings, financial costs, and issues related to grid connections and distribution agreements. Planned next steps include preparing the formal and organizational framework of the cooperative, strengthening cooperation with energy operators, and encouraging greater local involvement in the transition toward renewable energy solutions.
