Within the PowerYouth Capacity Building Programme, a concept for a municipal energy cooperative in Kraków was developed, which cannot currently be implemented due to legal restrictions.

During the PowerYouth Capacity Building Programme, a potential initiative of creating an energy cooperative adapted to the specific conditions of an urban municipality in Kraków was developed. The current legal regulations do not allow for the development of energy cooperatives in cities, so the initiative is envisioned as a future solution that could be implemented after changes in national legislation (when the European Commission’s confirmation is issued).

The proposed model assumes cooperation between municipal entities connected within a single distribution network, including offices, cultural institutions, and potentially residential buildings in later stages. The initiative focuses on balancing energy generated in municipal buildings and increasing the efficiency of local electricity use.

Among the expected benefits are lower electricity purchase costs, improved local energy security, and a higher share of renewable energy sources in the city’s energy mix. The concept is also intended to support the broader development of distributed energy systems within Kraków.

Current activities include collecting data on energy production in municipal buildings, identifying legal structures for the future cooperative, and assessing whether the model could operate effectively within the city. The need for technical expertise, legal support, and more detailed analyses of energy consumption and infrastructure conditions is worth highlighting.
